Code of Conduct

6.4 LIBRARY FACILITIES

6.4.1 Conduct in the Library

The Pemberton and District Public Library is committed to providing a safe, accessible and respectful environment for everyone.

These rules of conduct have been established to ensure a positive experience for everyone using the Library.

6.4.1.1 Library users must respect other library patrons and staff. Disruptive or disrespectful behavior will not be permitted. Library staff may intervene as necessary.

6.4.1.2 Please be mindful that your voice can carry and can be disturbing to those trying to concentrate. Noise, whether by speech or other activity, which, in the opinion of Library Staff, may prevent the peaceable enjoyment of the Library by other persons, is not permitted.

6.4.1.3 The use of electronic devices is permitted within the library but the volume must be muted or headphones worn. You are requested to take cell phone and video calls outside Library premises and to set the ringer to silent when in the Library.

6.4.1.4 Animals are not permitted in the library, with the exception of service dogs.

6.4.1.5 Smoking or vaping is not permitted in the Library.

6.4.1.6 Consumption of drugs and alcohol are not permitted in the Library. Consumption of non-alcoholic beverages in covered containers is permitted. Food may also be consumed, with the exception of hot (or strong smelling) food.

6.4.1.7 Mistreatment, destruction, or theft of library materials or property is prohibited.

6.4.1.8 Soliciting for donations, or sale of anything not related to fund-raising for the Library is not permitted in the public areas of the Library.

6.4.1.9 Abusive, obscene or threatening language or behavior is not permitted.

6.4.1.10 Drunk or disorderly persons may be refused admission to, or be ejected from, the Library at the discretion of Library Staff.

6.4.1.11 Young children shall not be left unattended in the Library (see 6.4.2)

6.4.1.12 Obstruction of public access points or fire exits is prohibited.

6.4.1.13 Weapons are not permitted to be brought into the library

6.4.1.14 Respect the privacy of library users and staff. Recording or photographing others without consent is prohibited

6.4.1.15 Clothing appropriate for a public space must be worn, including shirts and shoes

6.4.1.16 Patrons are encouraged to keep the library a fragrance-free zone. Non-compliance with the Code of Conduct may result in individuals being required to leave the library premises. Any concerns can be addressed to the Library Director

6.4.2 Children in the library

6.4.2.1 The Pemberton and District Public Library welcomes children to attend programs and to use library to the fullest. It is the policy of the Library Board that parents or legal guardians are fully responsible for the safety, security, and monitoring of their children while on the library property. Library Staff do not provide child supervision and take no responsibility for children left unattended on the premises.

Unsupervised children deemed to be creating a disturbance and not adhering to the code of conduct may be requested by staff to leave the premises.

The Library will not usurp parental authority by restricting materials or services available to children, with the exception of motion pictures rated R (Restricted) which are not loaned to those under the age of 19, in accordance with the Motion Picture Act of British Columbia1. It is the prerogative of parents or legal guardians to determine what materials are acceptable for borrowing.

6.4.2.1.1 Children under five (5) years of age
Children under 5 must be accompanied in the Library at all times and may not be left unattended.

6.4.2.1.2 Children of elementary school age
Children of elementary school age may come to the Library independently but may not be left unattended for substantial periods of time. Should Library Staff observe that children of elementary school age are left in the Library for what, in the opinion of Library Staff, is a substantial period of time, parents or guardians will be contacted.

6.4.2.1.3 Unattended children at closing time
If a child is unattended when the library closes and library staff cannot locate a parent or guardian, the library staff may ask the RCMP to take responsibility for the child.
